Email availability varies by facility and is not universal across California state prisons. The fact that your fiance is seeing other inmates receive what appears to be email suggests some form of electronic messaging may be available at CIM, but the platform and process could be different from what you used at Vista Detention Facility.

California state prisons that offer electronic messaging typically do so through JPay or a similar contracted provider rather than through a direct email address. If CIM uses JPay, you would need to set up a JPay account, search for your fiance by name or inmate ID, and send messages through that platform rather than through a standard email client.

The fastest way to get a definitive answer is to call CIM directly and ask whether electronic messaging is available for inmates in Cypress Hall and which platform they use. Staff can tell you exactly how to get set up. Your fiance can also ask his housing officer or case manager the same question from his end, which may be faster than waiting for a call to go through on the outside.

In the meantime, InmateAid's letter service can keep communication going while you sort out the email situation. Letters typically reach CIM within a few business days.
