Does “sent” mean an inmate received your letter

I sent a letter to my inmate yesterday and this morning it said "sent" around 9:00am. At 5:00pm today i got a email saying he has been transferred. Did he receive my letter before he was transferred? Does "sent" mean the inmate recieved it?
