Please explain the costs associated with the Inmate Response Letter Service

I learnt that if my inmate friend write back to me using this site service will incur a service charge that cost $1.49. is it the charges will be pay by the receiver? And is it the charges are based on numbers of service? Or numbers of letters that need to be scan?

The Inmate Response Letter Service is $1.49 based upon the letter that is received in it's entirety, to be paid by the recipient.

The Inmate Response Letter Service is $1.49 based upon the letter that is received in it's entirety, to be paid by the recipient. If the inmate mails more than four pages, there is another PDF File created which is a separate charge. As long as the letter is four pages or less, then it's a single charge.
