how long does it take a transferred county inmate (from state) to get work release?

When an inmate gets transferred from a state facility to a county facility for work release how long does it take to get them in their system? I’m trying to sign up for a discount phone service and when I search for the inmate it’s not finding him?

It probably takes a week or so for them to get settled and assigned to a work detail.
