Can an Inmate Reply to Mail Sent From Overseas?

I am overseas and would like to send my inmate mail and pictures uploaded from my computer. I understand the prices that I would have to pay. The question is though, if my inmate wants to reply through your address, how much would it cost him to send mail and photos. And would it be quicker for him to send his mail to you as his letters take approx 6 days to get to me here.
