WI DOC - Milwaukee Secure Detention Facility - Inmate Handbook
The Milwaukee Secure Detention Facility (MSDF) is an adult medium-security institution located in downtown Milwaukee, inaugurated in October 2001 and initially overseen by the Division of Community Corrections (DCC). However, supervision shifted to the Division of Adult Institutions (DAI) in December 2001, aligning more closely with DAI's operational philosophy. Operating akin to a large jail operation under DAI, MSDF accepts Person in Official Custody (PIOC) 24/7, with an intake area for screening by healthcare and psychological services personnel.
MSDF accommodates various classifications of PIOC, including those on DCC probation, parole, or extended supervision, held pending investigation for alleged violations. DCC agents conduct investigations to determine the next steps, which could include placement in community-based alternatives, imposition of sanctions within the institution, or initiation of the revocation process, all in collaboration with supervisors. PIOC revoked with less than a year remaining may stay at MSDF for release planning.
With a capacity of 1,040, primarily for male PIOC (with 40 beds designated for females), MSDF emphasizes programming and community collaboration to facilitate successful reintegration into society. GED classes, led by certified instructors, are available, with several PIOC achieving their GED while at MSDF. Eligible PIOC can access short-term sanction programming, Substance Use Disorders, Thinking for a Change, and Domestic Violence programs to address various needs and challenges before release.
