I did not serve my time in Utah. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Utah comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that is often larger than the national average.
Utah is distinct in this series in several ways. It has the highest birth rate of any state in the country and consistently one of the largest average household sizes. Families of five, six, or seven people are common in ways they are not in most other states. Strong community and religious networks provide real informal support -- but they do not replace income, and they do not pay the utility bill.
Utah's safety net benefits program is administered by the Department of Workforce Services (DWS) -- not a Department of Human Services or Social Services. The name reflects Utah's philosophy: benefits are designed as a bridge to employment, not a permanent system. That framing shapes how the programs are structured.
Three things worth naming before you apply.
First, Utah is one of only six states that has not adopted BBCE for SNAP. The income threshold is 130% of the federal poverty level with a full federal asset test. This is worth knowing because with larger households, the per-person income standards become relevant quickly.
Second, Utah expanded Medicaid, which means adults up to 138% of the federal poverty level qualify for health coverage. However, Utah submitted a CMS waiver in July 2025 seeking work requirements for Medicaid expansion adults with a target effective date of July 2026. That waiver is pending CMS review as of this writing. No work requirement is currently active. Monitor medicaid.utah.gov for current status.
Third, Utah's TANF program is called FEP -- the Family Employment Program -- not TANF or Temporary Assistance. When you see "FEP" on the DWS portal or at the Employment Center, this is the cash assistance program.
The first thing to do
Apply at myCase: mycase.utah.gov. Utah's myCase portal is the single online application for SNAP, FEP (TANF), Medicaid, HEAT (LIHEAP), and child care assistance. Apply for all programs at once.

SNAP (Food Assistance -- Horizon Card)
Utah SNAP is administered by DWS. Utah uses the standard federal gross income limit of 130% of the federal poverty level with no BBCE expansion. The federal asset test also applies: most households must have countable assets below $2,750; elderly and disabled households may have assets up to $4,250.
The maximum monthly SNAP benefit for a family of four with no income is approximately $994. Benefits load onto the Utah Horizon Card (EBT card) accepted at most grocery stores, farmers' markets, and online at Amazon and Walmart.
FEP (TANF) and SSI recipients are categorically eligible for SNAP without a separate income test.
Utah's larger household sizes mean that the per-person income calculation can work in your favor -- as household size increases, the income thresholds scale up proportionally. A family of six or seven may qualify even with a working adult's income, depending on deductions.

Utah's TANF is called FEP -- the Family Employment Program. It provides temporary cash assistance to low-income families with children while supporting a path to employment. Work participation requirements apply to most adult recipients. FEP recipients are categorically eligible for SNAP without a separate income test.

Medicaid
Utah expanded Medicaid. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for health coverage through Utah Medicaid, regardless of whether they have children or a disability. If household income dropped because of incarceration, check Medicaid eligibility for every adult in the household.
Utah Medicaid is delivered differently depending on where you live. In urban counties (Salt Lake, Davis, Utah, Washington, Weber), expansion adults enroll in a Utah Medicaid Integrated Care (UMIC) managed care plan. In rural counties, adults enroll in an Accountable Care Organization (ACO) with a separate Prepaid Mental Health Plan for behavioral health.

Utah's LIHEAP is called HEAT -- the Home Energy Assistance Target Program. It helps low-income households pay heating and cooling bills. Income limit: 150% of the federal poverty level. Apply through myCase or your local community action agency.
Utah winters -- especially in the northern Wasatch Front, the mountains, and rural communities at elevation -- are genuinely cold. Apply for HEAT before the heating season begins.

WIC
If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Utah WIC provides monthly food benefits, nutrition education, and breastfeeding support. Apply through your local WIC clinic or dial 211 for referral.
The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In Utah, where households are often larger and community networks provide real but limited informal support, the financial gap that opens after incarceration is real. A household of five or six managing on one income after a second income disappears is doing hard math regardless of what that one income looks like.
Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.
School meals
Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. FEP and SNAP households often auto-qualify for free meals. Utah participates in SUN Bucks for summer grocery benefits.
Housing assistance
Apply for Section 8 and public housing through Utah Housing Corporation (utahhousingcorp.org) and your local housing authority as soon as possible.
Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.
Credit and debt
Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
