INTRO

Texas's Department of Criminal Justice (TDCJ) operates the largest state prison system in the country by population - approximately 130,000 people across more than 100 units spread across all regions of the state. The statewide visiting framework is governed by the Inmate Rules and Regulations for Visitation (I-218, revised April 2025) and the online portal at visitation.tdcj.texas.gov/Visitation/.

Two things stand out. First: visitors are not permitted to wear all white. Texas inmates wear all-white uniforms - white pullover shirts tucked into white elastic pants - making white the one color visitors cannot wear, the same way other states prohibit blue (inmate clothing color) or orange. Second: TDCJ offers free 60-minute tablet video visits for eligible inmates through the online portal - in addition to regular contact and general visits. No other state in the directory offers both a standard video visit program and a separate free tablet visit program simultaneously.

With 254 counties - the most of any state in the country - and units scattered from Beaumont to El Paso, Texas has some of the longest driving distances in the directory. The extended visit provision for those traveling more than 250 miles one way is operationally significant here in a way it wouldn't be in smaller states.

VISITOR APPLICATION - INMATE INITIATES

The inmate, not the visitor, initiates the process. The visitor cannot request to be placed on an inmate's Visitors List. The only exception is the inmate's court-appointed guardian.

During intake, each inmate submits a list of no more than 10 names on Form RO-1 (Request for Placement on Visitors List). Each entry must include the visitor's physical address, phone number, and relationship to the inmate.

VISITORS LIST:

- Maximum 10 names per inmate (adults)

- Children 17 and under visit without being separately listed, but contact the facility for current policies

- Visitors List changes: institutional inmates - once every 6 months. State jail, SAFP, and ISF inmates - once every 60 days

- Visitors List Status Changes (address, phone number, name update, relationship) - at any time, without counting as a formal list change

Criminal record: persons with a criminal record are not automatically precluded from visiting. The nature and extent of the criminal record and the time lapse since the criminal activity shall be taken into consideration.

Former TDCJ employees: must be identified on the Visitors List. Subject to additional review.

The inmate will not receive general visits until the Visitors List has been processed. The inmate will not receive contact visits until intake is complete and a custody classification is assigned.

SCHEDULING - ONLINE PORTAL, 1-7 DAYS ADVANCE

All visits must be scheduled through the Online Visitation Portal or through the warden's office.

Scheduling window:

- Minimum: at least 1 day before the visit

- Maximum: not more than 7 days before the visit

- Portal and warden's office are available 8:00 AM to 5:00 PM

All visits end at 5:30 PM regardless of when they start. If you arrive at 4:45 PM you get 45 minutes, not two hours.

Arrangements to schedule visits may not be made on a holiday.

Unit administration shall make every effort to accommodate visitors who arrive late, subject to availability of time and space.

VISITING SCHEDULE - SATURDAYS AND SUNDAYS

Standard visiting hours: Saturday and Sunday, 8:00 AM to 5:30 PM.

Visiting cycles begin Monday and end the following Sunday. Normally, one visit per visiting cycle for eligible inmates.

CID Director may expand normal visiting days to include Mondays, Wednesdays, or Fridays at designated units due to visitation demand and if staffing allows.

VISIT FREQUENCY BY CUSTODY LEVEL - I-218 CHART

Texas publishes one of the most detailed custody-level visit frequency charts in the directory (from I-218, April 2025):

G1, J1, J2: One contact visit per week

G2, G3, P2, P3, P6, P7 with SAT 3: One contact visit per week

G2, G3, P2, P3, P6, P7 with SAT 4 or higher: Three contact visits per month

G4, J4, P4 (state jail and SAT 3/4 with no disciplinary convictions for 1 year): Two contact visits per month

All other G4, J4, P4: One general visit per week

G4 Special Penalty: Two general visits per month

GRAD inmates (CG): One general visit per week

Outside Trusty (OT), ISF (IP/IS), SAFP (FT), IPTC (IT): One contact visit per week

Medical (MD), Mental Health (MH), Intellectually Impaired (II): Based on computer-recommended custody

Know the inmate's custody classification before planning the frequency of visits. The classification determines both the type (contact vs. general/non-contact) and the frequency.

NUMBER OF VISITORS - 2 ADULTS + SPLIT VISITS

Each eligible inmate may have 2 adults (age 18+) per in-person visit. Children 17 and under do not count toward this limit.

SPLIT VISITS - UP TO 4 ADULTS IN ONE VISIT PERIOD:

TDCJ allows split visits - dividing a visit into one- or two-hour increments with different adult visitors during each segment.

Example: during a 2-hour regular visit, 2 adults visit during the first hour and 2 different adults visit during the second hour. Total: 4 adults visit during one scheduled visit period.

Example: during a 4-hour special visit, 2 adults for the first 2 hours and 2 different adults for the last 2 hours. Total: 4 adults.

Visitors must inform the visitation officer during check-in that they want a split visit before it can be granted.

Additional adults beyond the standard limit may be allowed at the duty warden's discretion if special circumstances arise and space permits.

THE 250-MILE EXTENDED VISIT PROVISION

Extended visits may be permitted at the warden or designee's discretion for individuals traveling more than 250 miles one way to visit - if time and space allow. Extended visits may be up to 4 hours in length.

Texas is the largest state in the 48 contiguous states. Many TDCJ units are in remote areas of West Texas, the Panhandle, or South Texas, hours from major population centers. The 250-mile threshold recognizes this geography - a family driving from Houston to a unit near Dalhart (800+ miles) qualifies automatically, and even a Dallas-to-El Paso trip (636 miles) qualifies.

Request an extended visit in writing or by telephone/email to the warden or designee. This is a special visit category; plan in advance.

HARDSHIP VISITS - UNACCOMPANIED MINORS AGE 16-17

Hardship visits allow children ages 16 and 17, who are on the inmate's Visitors List, to visit legally recognized guardians or incarcerated parents without an accompanying adult - when no adult is available.

This is a published provision in the I-218 (April 2025). Most states require minors to be accompanied by an adult at all times. Texas carved out an exception specifically for 16-17 year olds visiting parents or legal guardians when no adult can accompany them.

DRESS CODE - NO ALL-WHITE

The statewide TDCJ dress code is published in the General Information Guide for Families of Inmates (English/Español) and the I-218 (April 2025).

THE WHITE PROHIBITION:

Visitors are not permitted to wear all white. Texas TDCJ inmates wear all-white uniforms (white cotton pullover shirt, white elastic pants). White is prohibited for the same reason other states prohibit blue (California, Oregon, Massachusetts) or orange - it matches the inmate uniform. This is unique in the directory: Texas is the only state that prohibits white as the disqualifying color.

Full dress code (from TDCJ General Information Guide):

- Shirts and shoes must be worn

- Shirts and blouses of transparent material are not allowed

- Sleeveless shirts and dresses are allowed but must cover the shoulders

- Shorts and skirts: no shorter than 3 inches above the middle of the knee while standing

- Cropped pants, capris, and long pants are allowed

- No tight-fitting clothing, spandex, or leggings

- No all-white clothing

- Hats may be worn but will be searched

- No clothing marked by words or pictures considered profane or offensive

- Exceptions for pre-adolescent boys and girls may be made

If dress, pants, skirt, or any attire appears inappropriate, the duty warden is contacted for the final decision. Warden has final authority.

No color prohibition other than all-white is published statewide for TDCJ (no blue, orange, or gray equivalent).

ID REQUIREMENTS AND RETENTION

All visitors age 18 and older must present a current official government-issued ID during check-in. The visitation staff will retain the identification during the visit. At the conclusion, visitors retrieve their ID when excused to leave.

Government-issued ID other than a student ID card required. For children 17 and younger: birth certificate, state-issued ID, or student ID card accepted.

Acceptable international ID: USCIS documents such as a Visa Border Crossing ID Card (USA B1/B2 Visa BCC). Non-passport identification must contain a current physical address.

VICTIMS OF FAMILY VIOLENCE:

Visitors certified as victims of family violence under Texas CCP art. 58.052 may use a post office box instead of a physical address, and present the certification card along with a government ID. The attorney general is authorized to protect this address information.

VEHICLE DOCUMENTATION AND SEARCH

Vehicles are documented and searched when entering and exiting TDCJ facilities. This is standard procedure at every visit. TDCJ has confirmed this as a consistent practice.

All visitors age 18 and older are subject to being searched. Electronic monitoring covers all visits except attorney-client.

WHAT YOU CAN BRING

Into the visitation area:

- Government-issued photo ID (retained during visit)

- Car key (one key; electronic fobs vary by unit - check before visiting)

- Coins up to $35 in a clear Ziploc bag for vending machines

Prohibited from TDCJ property/units:

- Cash (paper money) - prohibited by statute

- Tobacco, e-cigarettes and associated items

- Cell phones, cell phone chargers, smartwatches, pagers

- Laptops, cameras, digital recorders, or any electronic/wireless device

- Alcoholic beverages, drugs

- Firearms, escape implements, dangerous weapons

FREE TABLET VIDEO VISITS - IN ADDITION TO REGULAR VISITS

TDCJ offers two video visit formats:

TABLET VISITATION (FREE):

- 60 minutes per session

- No cost - free

- Scheduled through the Online Visitation Portal: visitation.tdcj.texas.gov/Visitation/

- This is IN ADDITION to the inmate's regular contact or general visits

- Must be on the approved Visitors List

REMOTE VIDEO VISIT (KIOSK):

- 60 minutes

- $10 cost

- Scheduled through the vendor website

- Once per month

Both video visit types are available in addition to - not instead of - regular in-person visiting privileges. The free tablet visit is particularly notable: it gives families access to a no-cost video option that doesn't eat into the inmate's visit allotment.

CONTACT VS. GENERAL (NON-CONTACT) VISITS

CONTACT VISITS: held in a designated visiting area or outside the main building within the fenced perimeter. Physical contact allowed. Embracing and kissing permitted once at the beginning and once at the end. Holding hands permitted with hands on top of the table in full view of staff. Inmate's young children may be held by the inmate.

GENERAL VISITS (non-contact): held inside the main building. Inmates and visitors separated by a glass wall or partition. No physical contact.

Eligibility for contact visits depends on custody classification. Contact the unit or check the I-218 for eligibility criteria.

FAMILY LIAISON OFFICER (FLO)

Each TDCJ unit has a designated Family Liaison Officer - usually the duty warden - to assist immediate family members and other visitors during visits and help resolve problems affecting permitted contact. The duty warden has ultimate responsibility for resolving any visitation issue.

Volunteers may also assist at units and can provide general information about unit operations and rules.
