Financial Help for Texas Families During Incarceration

State-specific SNAP, TANF, Texas Medicaid, LIHEAP, and emergency resources for Texas families managing finances when a loved one is incarcerated.

I did not serve my time in Texas. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Texas comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household.

Texas is the second-largest state by both area and population. Houston, Dallas-Fort Worth, San Antonio, Austin -- massive urban centers with enormous economic diversity. The Rio Grande Valley, rural east Texas, the Panhandle, west Texas -- communities with their own economic realities and distances. Texas has one of the highest incarceration rates in the country and 254 counties, each processing benefits through local HHSC offices. Texas is also the largest state in this series that has not expanded Medicaid.

That Medicaid fact matters significantly for families navigating incarceration. If a non-parent adult loses income because a partner went to prison and they need health coverage, Texas Medicaid almost certainly will not help them. It is one of the most restrictive Medicaid programs in the country for working-age adults without dependent children.

What Texas does have is a SNAP program that is broader than many people expect -- BBCE raises the income limit to 200% of the federal poverty level with no asset test -- and a unique pair of TANF payments that are directly relevant to incarceration situations.

Two Texas-specific TANF programs worth knowing:

One-Time TANF (OTTANF): A one-time $1,000 payment for eligible households -- regardless of household size or income. Apply through YourTexasBenefits.com.

One-Time TANF for Relatives: A $1,000 payment for a relative who is caring for a child because the parent is unable to do so. If a grandparent, aunt, or other relative stepped in to care for a child because a parent was incarcerated, this is directly applicable.

Also worth naming: a SNAP food restriction took effect April 1, 2026. Candy bars and sweetened beverages with 5 grams or more of added sugar, or any amount of artificial sweetener, are no longer eligible for purchase with Texas SNAP benefits. All other federally approved food items remain eligible.

The first thing to do

Apply at YourTexasBenefits.com. Texas's single online portal for SNAP, TANF (including OTTANF and One-Time TANF for Relatives), Medicaid, CHIP, and Healthy Texas Women. Apply for all programs at once in one application -- 30 to 45 minutes online.

2-1-1 Texas: Dial 211 or visit 211texas.org. The state's main community resource hotline for SNAP, LIHEAP, food banks, and local services across all 254 Texas counties.

SNAP (Food Benefits -- Lone Star Card)

Texas SNAP is administered by HHSC. Texas uses BBCE raising the gross income limit to 200% of the federal poverty level with no asset test for most households. The maximum monthly SNAP benefit for a family of four with no income is approximately $994.

Benefits load onto the Lone Star Card (Texas EBT card), accepted at most grocery stores, H-E-B (including online ordering with curbside pickup), Walmart, Amazon, and other major retailers.

TANF and SSI recipients are categorically eligible for SNAP without a separate income test.

SNAP food restriction (effective April 1, 2026): Candy bars and sweetened beverages containing 5 grams or more of added sugar per serving, or any amount of artificial sweetener, are no longer eligible for purchase with Texas SNAP benefits. ABAWD work requirements have been expanded to adults ages 18 to 64 without dependents.

TSAP (Texas Simplified Application Project): If everyone in the household is age 60 or older or has a disability, you qualify for a simplified SNAP application and can recertify less frequently.

The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

TANF (Temporary Assistance for Needy Families)

Texas TANF provides temporary cash assistance to families with children. Apply at YourTexasBenefits.com.

Two additional TANF payment types are particularly relevant to incarceration situations:

One-Time TANF (OTTANF): A $1,000 one-time payment for eligible households, regardless of household size or income. This is a one-time emergency payment, not ongoing monthly assistance.

One-Time TANF for Relatives: A $1,000 one-time payment for a relative -- grandparent, aunt, uncle, or other family member -- who is caring for a child because the parent cannot do so. If a parent is incarcerated and a relative stepped in to care for the children, ask about One-Time TANF for Relatives specifically when you apply.

Texas Medicaid

Texas did not expand Medicaid. Texas Medicaid is among the most restrictive in the country for working-age adults. Parents of dependent children may qualify at very low income thresholds. Adults without dependent children are generally not eligible unless elderly or disabled.

If you are a non-parent adult who lost income because of incarceration, check healthcare.gov for marketplace plans. With reduced household income, premium tax credits may make coverage affordable or nearly free.

Children may qualify for CHIP at higher income thresholds. Healthy Texas Women provides family planning services to qualifying women.

LIHEAP (Energy Assistance)

Texas LIHEAP provides energy bill assistance for low-income households, administered through local Community Action Agencies. Apply through 2-1-1 Texas or your local community action agency. Dial 211 to find the agency serving your county.

Texas summers are brutal -- heat across most of the state makes cooling assistance as real a need as heating.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Texas WIC provides monthly food benefits, nutrition education, and breastfeeding support through the Texas Department of State Health Services. Apply through your local WIC clinic or dial 2-1-1 for referral.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In Texas, where Medicaid does not cover non-parent adults and where the cost of living in Houston, Dallas, and San Antonio can consume most of a single income, the household managing alone after incarceration is carrying real weight. SNAP at 200% FPL and the one-time TANF payments are the strongest immediate tools. Use them.

Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and TANF households often auto-qualify for free meals. Texas participates in SUN Bucks for summer grocery benefits.

Housing assistance

Apply for Section 8 and public housing through Texas Department of Housing and Community Affairs (tdhca.state.tx.us) and your local housing authority as soon as possible. In Houston, Dallas, and San Antonio, waitlists can be years long.

Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.

Where this leaves you

Texas SNAP is at 200% FPL with no asset test. Texas Medicaid did not expand -- non-parent adults should check healthcare.gov. TANF includes one-time $1,000 payments (OTTANF) and one-time $1,000 payments for relative caregivers. LIHEAP is available through local community action agencies via 2-1-1.
