INTRO
New Hampshire's Department of Corrections (NHDOC) operates two state correctional facilities: the New Hampshire State Prison for Men (NHSP) in Concord and the New Hampshire Correctional Facility for Women (NHCFW) in Concord. The system is small - approximately 2,800 people - but its visitation policy has two features that stand out in this directory.
First: New Hampshire has a Safeguard Training program for adults who want to bring minor children to visit certain inmates. When an inmate's offense history involves crimes against children, NHDOC may require the adult accompanying the minor to complete Safeguard Training before any visit with children occurs. The training is offered virtually on specific published dates. The adult who completes the training is the only person authorized to bring minor visitors - no other approved adult may bring children for that inmate's visits.
Second: New Hampshire is one of the most permissive list-size states in the directory. Inmates are authorized an unlimited number of family members on their visiting lists. No published cap.
New Hampshire uses commercial bail bonds - bail_banned = false.
VISITOR APPROVAL PROCESS
The inmate initiates the process. The inmate must request that a prospective visitor be placed on their visiting list. The visitor cannot self-initiate the approval process by contacting NHDOC directly.
All visitors undergo a criminal background check prior to approval. NHDOC staff review all applications.
Approved list: unlimited family members are authorized on the visiting list. There is no published cap on list size - one of the most permissive list structures in the directory.
Inmate responsibility: the inmate is responsible for requesting placement of each visitor and for notifying the visitor of their approval status.
Governing rule: Administrative Rule Cor 305 governs NHDOC visitation.
VISITING FREQUENCY
Approved visitors: 2 visits per week per inmate.
Exceptions that do NOT count against the 2-visit weekly quota:
- Attorney visits
- Clergy visits
- Other "official" visitors (professional-capacity visits)
R&D (Reception and Diagnostic) Unit: inmates in R&D receive one visit per week after being medically cleared - and continue at that rate until they receive a permanent housing assignment. Once assigned permanently, the standard 2-visit weekly schedule applies.
MINOR VISITORS - NOTARIZED FORMS REQUIRED
New Hampshire has a structured multi-document process for minor visitors that includes notarization requirements unique among New England states.
Attachment 3: the primary form for minor visitor approval. Must be completed and notarized. Critically: return the completed, notarized Attachment 3 to the inmate - do NOT send it directly to NHDOC. The inmate processes the request through facility staff. If Attachment 3 is mailed directly to NHDOC rather than to the inmate, it will not be processed correctly.
Attachment 5: an additional notarized form required in certain visitor circumstances. Review the specific requirements at corrections.nh.gov/inmate-relations/visit-inmate.
Attachment 8: required when the adult escorting the minor to a visit is a NH DHHS or DCYF employee or approved agency worker facilitating the visit.
All minor visitor forms are available at corrections.nh.gov.
SAFEGUARD TRAINING - UNIQUE IN THE DIRECTORY
New Hampshire is the only state in this 50-state directory that requires visitors to complete a named, scheduled training course before bringing minor children to certain visits.
When is Safeguard Training required?
When an inmate is incarcerated for crimes against children or has a history of crimes against children, NHDOC may:
- Deny visitation privileges with children entirely
- Further restrict minor visitation
- Require the adult accompanying the minor to complete Safeguard Training
Who must complete Safeguard Training?
The friend or family member who wants to bring minor children into the NHDOC visiting room must complete the Safeguard Training Application and complete the course. This applies if the inmate has been designated as requiring a trained chaperone.
The trained adult is the ONLY person permitted to bring minor visitors for that inmate's visits. If you did not complete Safeguard Training, you cannot bring minor children even if you are otherwise an approved visitor.
Is the training virtual?
Yes - Safeguard Training is offered virtually and does not require in-person attendance. Classes are offered at 9:30 AM on the following 2026 dates:
- March 27, 2026
- May 8, 2026
- June 19, 2026
- July 31, 2026
- September 11, 2026
- October 23, 2026
- November 20, 2026
How to register: complete the Safeguard Training Application available at corrections.nh.gov/inmate-relations/visit-inmate. NHDOC staff will contact you with virtual access instructions.
Planning note: Safeguard Training sessions are offered approximately every 6-8 weeks. If you need to bring minor children to visit an inmate who requires trained chaperones, plan your training well before your intended first visit. Missing a session date means waiting for the next scheduled class.

- No clothing resembling inmate uniforms or staff/law enforcement uniforms
- No revealing, see-through, or provocative clothing

No specific color prohibition is documented for New Hampshire (no blue/orange/khaki equivalent published).
Bring a change of clothes in your car - staff have discretion in enforcement.
ID REQUIREMENTS
All visitors must present valid, government-issued photo ID at every visit. Driver's license, state ID, military ID, or passport. Expired IDs not accepted.
BACKGROUND CHECKS
All visitors undergo a criminal background check prior to approval. NHDOC does not publish a specific policy on ex-offenders or parolees equivalent to states like Michigan or Georgia, but the background check is confirmed on the NHDOC official page.
