Programs such as ministry, AA/NA, Life Skills, AODA, mental health support, LTC college preparation, and adult basic education (GED/HSED) are available to inmates of minimum and medium classification. It is the responsibility of the inmates to sign up or request these opportunities. The jail corrects poor behavior through a structured environment and a classification system, while committing to treat everyone with dignity and respect, regardless of the provocation or reason for incarceration.

Furthermore, Manitowoc County Jail acknowledges its ethical and legal obligation to continually train its professional staff to create a safe and secure environment for employees, the incarcerated, and the broader community. The facility envisions a safer community by providing re-entry programs through partnerships with other agencies and organizations upon an individual's release.

There are new detainees delivered to the jail daily, you can see arrest records here. Some are released after putting up bail, are released to a pretrial services caseload, are placed under supervision by a probation agency, or are released on their own recognizance with an agreement to appear in court. If there is no release, the inmate must wait here at the jail for their court appearance as a guest of the County, getting a bed and three square meals.

The inmate's classification is based on the type of current and past crimes they are charged with or have been found guilty of.  It is also based on their previous history and disciplines while in custody.  Their initial classification will not take place until they have been in custody for 72 hours.  After their initial classification, it will come up for review.

There are phones located in the cellblocks for their use. All phone calls are collect calls, unless the inmate has purchased phone time with funds from their commissary account, which will allow them to call direct.  There is a 15-minute time limit set per phone call. The inmate will need to redial each time the conversation has been terminated.  

All medical, eye, and dental appointments must be made through the Health Services Unit. The HSU will coordinate any appointment(s) and transportation with correctional staff if needed.

Programming - Group programs such as bible study, AA/NA, Life Skills, LTC college prep and adult basic education – GED/HSED are offered to inmates that are minimum and medium classification.  It is the inmates responsibility to sign up or request these opportunities.  Maximum or high medium classified inmates will not allowed to participate in these group activities.

All inmates are provided with 7 sets of underwear, t-shirts, bras, and socks to wear while inside the jail facility. They are issued an initial hygiene package upon their booking.  The hygiene package contains a toothbrush, toothpaste, deodorant, soap, shampoo, and a comb.  Any additional supplies ordered off of PX/Canteen will be charged to the individual inmates account.

You may drop off (non-expired) prescription medications in the original bottles only, no narcotics.  You can also drop off glasses with soft case, contacts, and dentures.  Clothing may be dropped off for Huber inmates to wear out to work, or for an inmate to wear to his/her jury trial.

Visitation Information

The use of cell phones, cameras, or other internet-enabled devices is prohibited, and no pictures of the video screen are allowed. The dress code requires conservative and respectable attire, with low-cut tops, shirts exposing midriff areas, or any provocative clothing being grounds for visit termination at an officer’s discretion. Visitors appearing under the influence of alcohol or drugs, displaying contraband, or showing gang signs or symbols will have their visits canceled and may be banned from future visits. Scheduled visits must be between the approved visitor and the inmate they are scheduled to visit; otherwise, the visit may be terminated. Visitors under the age of 18 must be accompanied by their parent or legal guardian to visit an incarcerated immediate family member. Visits may be terminated or denied at any time due to safety concerns, rule violations, or security risks.

Professional non-contact visits for attorneys, counselors, social workers, teachers, psychiatrists, and probation and parole officers are allowed every day between 9 am-11 am, 12:30 pm-4:30 pm, and 6 pm-8 pm.
