The El Paso Multi Use Facility (MUF) in El Paso, Texas, operates as a large community residential and substance abuse treatment center serving offenders transitioning from incarceration back into society. Overseen by Administrator Carlos Morales, the facility contracts with the Texas Department of Criminal Justice to provide structured halfway house services, substance abuse treatment programming, and reintegration support for residents requiring continued supervision following release from state custody. Located in far West Texas near the U.S.-Mexico border, the facility plays an important role within the state’s broader correctional rehabilitation and reentry network.
The El Paso MUF maintains housing for up to 324 residents, making it one of the larger community corrections facilities operating in West Texas. The center provides multiple levels of transitional programming, including Halfway House Services, Supportive Substance Abuse Transitional Treatment, and Intensive Substance Abuse Transitional Treatment Center Services for offenders requiring varying levels of treatment and supervision. The facility is licensed by the Texas Department of State Health Services – Substance Abuse Division, allowing it to provide professional drug and alcohol counseling services directly within the residential environment.
One of the most distinctive features of the El Paso MUF is its strong emphasis on employment readiness and long-term reintegration planning. Residents receive extensive employment assistance services, including job readiness training, employment development support, case management, and life-skills programming designed to help offenders successfully return to independent community living. Staff members work closely with residents to improve workplace skills, accountability, financial stability, and personal development while helping participants secure and maintain employment opportunities throughout the El Paso area.
Operationally, the facility functions as a structured community corrections environment balancing treatment, accountability, and supervised independence. In addition to state correctional programming, the El Paso MUF also provides outpatient treatment services through a contract with the United States District Court – Western District of Texas Probation Office. The federally connected outpatient treatment program is licensed for up to 100 outpatient clients through the Texas Department of State Health Services and provides counseling and rehabilitation support for individuals under federal probation supervision. This combination of state and federal programming gives the facility a broader operational role than many traditional halfway houses.
