PBSP is situated on 275 acres along the North Coast of California, approximately 13 miles from the Oregon/California Border. Established in 1989 to address the need for housing maximum-security inmates, PBSP is now in its 32nd year of operation.
PBSP is designed to accommodate California's most serious criminal offenders in a secure and disciplined environment. Half of the prison houses maximum-security inmates in a general population (GP) setting, while a quarter of the institution is dedicated to the Security Housing Unit (SHU) for inmates presenting significant management concerns. Additionally, PBSP houses Level II inmates in a 500-bed open cell environment known as the Delta Facility, which provides various rehabilitative opportunities and programs including murals, music bands, college education, and the Prison Paws Program.
Furthermore, B Facility at PBSP operates the Restrictive Custody General Population (RCGP), a 96-bed unit aimed at enhancing positive social interactions among inmates and staff. PBSP also includes a 400-bed Level I Minimum Support Facility for non-violent offenders outside the main secure perimeter, as well as a Firehouse staffed by eight full-time inmate firefighters.
In terms of inmate programming, PBSP offers various opportunities through the California Prison Industry Authority (CALPIA), including a laundry operation employing approximately 18 inmates. Career Technical Education (CTE) programs such as Computer Literacy and Tsunami Adult School are also available, alongside academic offerings like literacy programs, Adult Basic Education, General Education Diploma (GED), and College Courses through distance learning.
PBSP supports numerous inmate support groups including Alcoholics Anonymous, Narcotics Anonymous, Choices for Common Ground, and Veterans Group. Additionally, the prison implements the Integrated Substance Use Disorder Treatment (ISUDT) program, offering comprehensive treatment pathways through Cognitive Behavioral Interventions (CBI) programs tailored to individual medical classifications.
Moreover, PBSP provides family reunification services through on-site Case Managers who assist inmates and family members with pre-release preparation and conduct Parenting and Creative Conflict Resolution classes. These initiatives aim to facilitate successful reintegration into society upon inmates' release.
