What does it mean when a inmates parole status changes from a 2 to a 3?

What does it mean when a inmates parole status changes from a 2 to a 3? My inmate got a major violation for disobeying a verbal and writer warning They moved him to med security and changed his parole? What's the difference between a 2 and a 3? Thank you
