I need to write a letter to an inmate at San Luis county jail, can i pay that with a Mexican card?

I'm in Mexico and i need to write a letter to an inmate at San Luis county jail, can i pay that 1.49 for sending the letter with a Mexican card that has Mexican money (pesos)... or what arrangements do i have to do..
