How long does it take for an inmate to get his first letter?

I sent a letter to my husband a week ago in one of the letters he sent me he tells me he hasnt gotten any of my letters how long does it take for a prisoner to get his first letter he has almost 3 weeks in california state prison

The CDCR has up to three weeks to hand out mail - by state law.

The CDCR has up to three weeks to hand out mail - by state law. It is by far the worst state for delays but they are backed up by a legislative statute that gives each mail room supervisor the right to delay mail delivery - by three weeks.
