It is more common than most people outside the system realize. Research on incarcerated populations consistently shows that consensual sexual activity between female inmates occurs at notably higher rates than in male facilities. Estimates vary, but studies have placed the rate of sexual contact among women in prison significantly higher than among men, with some research suggesting that a substantial majority of women in longer-term facilities have some sexual experience with another woman while incarcerated.

The reasons are not complicated. Women are generally more emotionally expressive and relationship-oriented than men, and prison does not change that. Emotional bonds form, relationships develop, and physical intimacy follows. For women serving longer sentences, these relationships often provide companionship, protection, and emotional support that would otherwise be absent entirely.

For someone who has already been open to that kind of experience before incarceration, the likelihood increases further. The environment removes many of the social and external pressures that might otherwise factor into the decision, and the need for human connection inside is real.

This is not unique to any particular type of facility or population. It is a consistent and well-documented aspect of the female incarceration experience that the system largely looks the other way on as long as it does not create security problems.
