Can Federal Drug Offenders Get Early Release From Prison?

I've read that article about drug offenders being able to apply to get released from prison early, I've heard a lot about that mainly being for marijuana?? So does it matter for what drug, and the amount of that drug found? Do they consider how long they've already done, how much time they have left, good behavior during the time they've done so far, and past criminal history?
